- Classify the background role first: decorative only supports mood and hierarchy; informative product/place/data evidence must move into semantic HTML, visible copy, alt, captions, or foreground media; functional state/action support must be paired with text and state styles.
- Decide whether to keep it: keep backgrounds only when they improve first-viewport recognition, spatial hierarchy, brand memory, or scan path; reduce or remove backgrounds that fill empty space, hide controls, burden reading, or cost too much performance.
- Create a readability contract: define text-safe zones, scrim direction, maximum background contrast, pattern scale, and opacity range; final composited body text should meet at least 4.5:1 and large text at least 3:1, with extra caution for thin display fonts.

- License records must resolve to the exact asset or generator output: source URL, license URL, author, commercial use, attribution, modification, redistribution, and generation settings.
- Motion and performance: animated noise, parallax, video, scroll-linked backgrounds, and canvas loops must honor prefers-reduced-motion; avoid animating blur, filters, large background-position changes, and raw 4K textures.
